The ADS1282HPW, or the ADS1282-HT, is an Extended Temperature Plastic variant of the ADS1282. I'm not aware of this device being MIL-PRF-38535 qualified.
Might your customer be referring to the ADS1282-SP space-qualified device? If so, could you share a lot number and I'll see if I can lookup this information for you.

I asked around for more information on the CoC and and got the following reply:
A replacement C-of-C for a shipped lot is requested through the Customer Service Center. Distributors should contact through their assigned TI distributor representative.
I believe the product should have shipped with a CoC, if not it will have to be requested through the link above. The high temperature device variant should have a CoC equivalent to the commercial device.

I didn't realize there was an answer here.
I do not know well about the content of C of C (Certificate of Conformance) requested by the customer.
But I don't think it's about MIL or reliability.
I think it is probably a C of C for environmental regulations such as RoHS and REACH.
They are prepared by your company and I can be responded.
I will check with the customer once.
