TSW1400EVM: Device not working

We received the TSW1400EVM three days ago. As soon as we unboxed it and applied (standalone test no additional board attached) the suggested 5V supply we noticed that even switching on the fan cooler was still, with no air coming out. with an high current consumption>0.5A. Turning of fan cooler with its switch brought power consumption to a more realistic 0.28A. So the fan cooler was not working. No problem we tought and we detached fancooler from J18 and the current consumption was ok. 

We quickly checked main internal regulations and since thy seemed ok we decided to try to use it. We then connected the DAC34SH84EVM to the TSW1400EVM and installed the relative GUIs. Both boards connects via USB and can be programmed, with the config done led on, and other status leds on, TSW1400EVM current consumption raise to 0.8A but no output comes from the DAC34SH84EVM  even repeating step by step what is suggested in user manuals (slau432a.pdf and slwu087d.pdf).

We also noticed that comparing the GUI we installed (ver. 5.0) with HSDC Pro GUI user manual (slwu087d.pdf figure 7 is that in our case many of the voices in the menu are greyed and cannot be selected either before or after a successful programming. As an example we cannot load any profile. We found this odd and tought probably there is some HW check that fails and SW recognizes it.

So we checked internal supplies carefully and found that all regulated supplies are close to expected values but testing the  1.1V  supply We found less than 0.4V. We guess there is something not working in the HW.

There is also a discrepancy between labels on PCB and on schematic. Actually from schematic We Tested TP14 that should be 1.1V and it is less than 0.4V. In the PCB the labels TP23 and TP14 are misplaced and inverted and TP14 serigraph which is a supply TP is close to a ground TP while TP23 serigraph which is a ground TP is close to a supply TP (TP14). Probably this is the reason why we missed it in the first quick test.

In any case the 1.1V internal supply TestPoint, whichever is its correct name, is not correct a we can measure 0.38V in place of 1.1V.

We guess the board arrived from some reason definitely broken and we need a replacement or there is something else we are missing? 

Actually we paid 1300USD for both EVMs but we are not able to even  use DAC34SH84EVM because due to TSW1400EVM malfunctioning.

    If you bought this from a distributor, you will have to work with them to get a replacement.
