In order to receive BUSY signal output by LVTTL, voltage is converted by connecting 2.4K ohm and 4.7k ohm to GND. Is the output voltage in this case received in the range of 2v to 3.3v?

To make sure I understand correctly, you are adding a voltage divider to the BUSY output signal to step down the voltage? is this correct? Note that this device is specified to be able to sink 250uA. If this is exceeded then you will see incorrect behavior and voltage levels.
The device will output digital voltage levels dictated by the power supply.
