(1)Are there any restrictions on the order in which power is turned on(AVDD, DVDD, REF)?
(2)How long does it take to supply SCLK or CSn after the power is turned on?

1. There is no power on sequence. though it is good practice to have AVDD come up first, meaning DVDD is at or below AVDD. This goes for VREF as well.
2. There is not a time indicated for this, but the power rails should be settled prior to communicating with the device. Once the power supplies are settled, then there is not other time limit
