ADS1299: DRDY is always high, does it mean ADS1299 damaged?

hello

I'm  new with ads1299. When I pull START pin high, nothing happen on DRDY pin. DRDY is always high.

RESET pin , PWDN pin and CLKSEL pin is pulled up to DVDD(3.3v) with resistor.

does it mean  I had damaged my ADS1299 while soldering?

how can i understand if ADS1299 is damaged or not?

and if it's not damaged, what is the problem and why DRDY is always high?
