File opening

Are you able to open .ENCR files or send them back to me in a readable format? I received files from a client but I don't have the hardware necessary to open them.

There is no device. These are just files that we received from a client. We are a law firm and whatever we received is related to a matter we are handling. It is the same case. I haven't found the right place to ask the question to get this resolved.
