Hi,
what do you mean by not zero? What is the voltage you are observing after power up? Offset error of the DAC is close to 12mV, is this the voltage you are observing after power up? if yes, this is normal for TLV5604
Also please share your schematics

Schematics looks fine to me.
what is your power up sequence?
The correct power sequence should be DVDD, AVDD and then REF. Please look at the absolute max ratings.

/PD is an active low input which will power down all DAC outputs. DAC outputs will be zero in this case.

So if Pin2(PD) is always high,Pin4,pin5,pin6,pin7,pin3 no input,what is the DA output? It is random value or nearby 0?

If /PD is high and you dont have any digital signals on pins 3, 4, 5, 6, 7 I expect outputs to be at zero level. I didn't test these conditions
I assume all digital logic signals are at either high or low. Never float CMOS digital inputs
