Not sure why the restriction on sample quantity of the ADS1298IPAG is in place. If you enter quantity 2, does the system give you the opportunity to justify your sample request? If it does, simply note that you have developed prototype boards and need the parts to verify system functionality.
It does not let me pull down the quantity it shows 0 I can not enter 2. that is when it is in my cart as 0.

2pcs should be no problem.
If you go to the ADS1298 webpage:
http://focus.ti.com/docs/prod/folders/print/ads1298.html
Click on Sample and buy tab on the right:
Which brings you down to the sample and buy detailed info:
Click on the "Add to Cart" for the ADS1298IPAG, it will bring you here:
Click the "Free Sample" Checkbox, and then click the "Get Free Samples" button, and it will bring you here:
Then replace "1" in the QTY box with "2" and press the "update" button:
Now, it shows "2" in cart:
and you should be able to check out.
Try this and see if it works for you.

Your instructions were fine notice quantity only has zero as a option and I don't know why maby because TI has none and mouser and digikey have some of it?
