If you're getting this problem in 2024, you just have to install the Visual Studio 2010 (VC++ 10.0) SP1 (no longer supported) DLLs from here: Latest supported Visual C++ Redistributable downloads | Microsoft Learn

For TI folks, y'all need to stop depending on 2010 no longer supported DLLs or package them inside your binary/.exe
