First, do you already have a power supply and what are the specs? [5V-6A (5A min)]

When the board is plugged in and the power switch turned on, do the lights near each of the FPGA's turn green [D16 and D17]?
After that LED D10 should start flashing at about 1 Hz. This indicates that the DLPC410 controller is running. This would indicate that the board is running and properly powered.
When you plug in a USB cable does it enumerate anything in device manager?
