recommended tool for the LightCrafter4500 Gerber data file

Would you please inform/recommend the tool which can modify the LightCrafter4500 gerber file data(tidc086.zip)?

It looks like my customer cannot modify the gerber file data now. They want to use your gerber file data for their design.
