I am sorry to hear that. Yes you can re-program the MSP430 with the MSP-FET430UIF ().
The MSP430 is available on the EVM tool folder.
To be able to support you it would be helpful for me to understand what you did before the EVM broke. Did you update the MSP430 code ? Did you reload a new DLPC3439 firmware ?
Can you please provide a screenshot of the first GUI information page ?

It looks like that the DLPC3439 does not finish the initialization during boot up. Can you please try to download the firmware on the EVM via the EVM GUI ?

The 5V is getting provided by the DLPA3005. The general purpose buck will be enabled during the DLPC3439 initialization. Your system doesn't finish the auto-initialization which means PWR6 doesn't get enabled. So I am not surprised that you don't get the 5V.
Can you please measure if you have following voltages P1P1V, P1P8V and the P3P3V ? If yes, I don't think the DLPA3005 is the issue.
Normally the two main reasons for not finishing the auto-initialization is a damaged flash image or a bad connection to the DMD.
