The flash program image file must be a BIN file type. It is likely that your BMP-to-BIN conversion is not supported, although I don't fully understand where the BMP file is coming from. Note, the "image file" is the flash program file for the DLPC230, not the photo image you want to display. To display the photo image, you would need to go to the "Source" page, and use the external parallel interface accessible through the micro-HDMI port on the DLP5531Q1EVM.

To import a custom image into the splash screen memory of the DLPC230, you will need to use the DLPC230 Composer tool. This tool will give you the option to upload the image into the project space. When you build the project, the image and the rest of the controller code will all be compiled into a single BIN file. This BIN file will then be loaded into the flash program section of the Controller GUI as you originally attempted.
The download link for the DLPC230 Composer software should be available on the same page/site (mySecureSoftware) where you downloaded the Controller Program from.

The DLPC230 Composer software is not available for download directly through TI.com. If you did not receive an email at the time of purchasing the DLP5531Q1EVM containing additional software download instructions, I will need to check with our software team on how and if I can distribute a copy of the software to you. The US is on holiday for the remainder of the week, so I will provide an update on this matter by Tuesday of next week.
In the meantime, you can use the micro HDMI connector on the EVM to display your custom image through a laptop/desktop HDMI connection. The EVM will act as and be detected as an additional monitor by your computer. Be sure to set the source through the Control Program GUI to parallel 1152x1152 60Hz mode.
