Hi,

IS there any Simulator available for the RM48 HDK. To analysis the written codes without HDK module.

No, there is no simulator available for the HDK board.

You may want to look at other tool vendors like IAR to see if you can make use of their Cortex R4F instruction set simulator.
An instruction set simulator models only the CPU (normally) but can still be useful.

We've stopped shipping instruction set simulators with CCSv6, I think in part because Launchpads provide an alternative.
