Digikey won't let me order the OMAP-L138 experimenter board (digikey part# 460-3483-ND)

from Australia "Due to U.S. export controls,"

I'd love to know if this a mistake on Digikey's part, a temporary issue or a long-term constraint?

This is a temporary issue that the board manufacturer is working through their export control department. This should be resolved in the coming weeks if not sooner. These boards will ship worldwide.
