You can find a step-by-step guide to start using the TI store API suite at https://api-portal.ti.com/store-api-getstarted. From your myTI company account, you have already requested and received access to the v2 TI store API suite, so you can start at Step 2: Ordering flow overview.
Reading through that getting started guide should give you, or your in-house developer, an overview of what's required to build API connections from your systems to TI. More detailed documentation for the order API is also available on the API portal at https://api-portal.ti.com/store-order-api, including a "Try it out" feature that allows you to submit test orders.
You can also find example code in Python and C# that may also provide some help in getting started.
Regarding part number TPS82084SILT specifically, note that it is currently out of stock on the TI store so it will also be out of stock when trying to place an API order. You can investigate the inventory and pricing API at https://api-portal.ti.com/store-inventory-pricing-api and https://api-portal.ti.com/store-inventory-subscription-push-api to see how you can check inventory levels on any part or be alerted when a part becomes available again.
