Can you update your checkout profile to indicate that your company will be the importer of record, and try again? Per https://e2e.ti.com/support/enterprise-automation-integration-group/enterprise-automation-integration/f/enterprise-automation-integration-forum/1126564/faq-ti-api-order-api-error-code-err-ticom-order-api-0006 , the error you received indicates "Based on your regulation compliance selections, the Buyer will need to be Importer of Record (IOR)."
