Apart from the Enable pin, Is there anything should be concerned when use TUSB8403 only for USB2.0?

HI Matthew,

Some register config is needed so that hub correctly reports its USB descriptors to the USB Host. See Table 5. TUSB8043 Downstream Port Configuration Examples in datasheet for examples regarding this.
