In customer's application, I2C in FM+ mode, up to 1Mbit/s, can PCA9306-Q1 meet that? if not, what's the suggestion?

The PCA9306-Q1 has the capability of operating at very high speeds (up to or even over 100 MHz) depending on the application. The best explanation of this would be in the data sheet section 10.2.2.3 titled "PCA9306-Q1 Bandwidth" to see a thorough explanation.
