Do we need pullup resistors for Data input lines?

section 7.5 Electrical Characteristics  in datasheet says  " Rpdn Input pulldown integrated resistor on all inputs (Dx, CLKSEL, SHTDN, CLKIN) of 100k if IOVCC is 3.3V. but in "Figure 12. Schematic Reference" 4.7k pullups are used on Data in pins.

my data input is  RGB signals from FPGA.

    From my understanding, Figure 12 appears to be a design that allows someone to use jumpers to manually select the value of the pin to be either VCC or GND. 

    A pullup resistor should not be required on the data input lines for proper operation.
