Can you please share the portion of the schematic to and from the TUSB1002A so I can do a detailed review?
For CFG, I would set them to setting of 11 as the starting point,
For EQ, it needs to match with channel loss as close as possible. You can use 1dB/in loss as the estimation for the 10G data rate. For example, if you have a 6in trace, then the loss is 6dB and EQ needs to be set close to 6dB as well.

And if the wire length is 7.2inch, how to set the value (the resistance value and the position of the paste in the attachment)?

Please see my comment.
For CFG, if you look at Table 3, setting 11 corresponds to CFG0 and CFG1 being 'F' and 'F'.
If you look at Table 1, 'F' means leaving CFG0 and CFG1 pin open (NC).
Same concept would apply to EQ as well.
