DS100BR410: SMBus CS pin

Please let me know about SMBus function of DS100BR410.

In page 10 of the datasheet, it says that the SMBus port is enabled when the CS pin of the SMbus is set High.

If I2C communication is used only with the DS100BR410, can the CS pin be connected directly to VDD?
