TDP0604: How much input current does TDP0604 tolerate

Hi, 

I am using TDP0604 as an HDMI retimer in a video monitor and have two questions.

Question 1.
There may be a case that HDMI signal is applied to the device while the DC power of the device is off. I am concerned that the current flows through 50 ohm on-chip termination resistors may cause thermal damage to the device.Under normal circumstances, HDMI source does not output HDMI signal, but not all HDMI sources keep this role.

Question 2
According to the TDP0604 datasheet, the maximum absolute input voltage of (IN_D[2:0], IN_CLK) is 4V.  If 4V is applied to the Differential Inputs, while Vcc is 0V, 66 mA of current flow through the on-chip 50 ohm termination resistor. Is this acceptable? How much input current can the device handle?
