The THVD4431 has three RS-232 transmitters and five RS-232 receivers, which are typically used for a DTE COM port, which has only one UART and several control signals. But you could also use it for three 1+1 UARTs.

The supply current in shutdown mode is specified in section 5.7 of the datasheet.
