Our USB2 redrivers have two requirements to begin operating. One, the device needs to see a pull-up on the DP or DM lanes, which indicates a device is connected downstream. After that, the device needs to see the squelch that follows a successful high-speed(HS) handshake. This squelch only happens AFTER a high-speed handshake. As such, if you enable the redriver WHILE the test_packets or a HS signal is being sent through the USB2 data lanes, the redriver will not see the squelch following the handshake, and will not enable.
