Using XIO2001EVM with 3.3V PCI cards?

We would like to use the XIO2001EVM with a 3.3V PCI card based on an Altera Cyclone IV (which is 3.3V-only).  The EVM user guide says:

While reversible, these slots, as shipped, are keyed as 5-V slots and provide a 5-V V IO clamping voltage that provides accessibility to any 5-V or universally keyed PCI add-in cards.

This implies that the board can be reconfigured to work with 3.3V cards, but I could find no instructions on how to do so.  Can it be done, and if so, how?

I note that the XIO2001 data sheet says that it will only actually output 3.3V signals, and I could also instantiate 3.3V clamping diodes inside the Cyclone IV, so perhaps even if I could just change the keying I could actually safely plug the PCI card into the EVM as-is.  But that's a bit weird, and I'd prefer to do it more correctly if possible.
