Does TUSB1310A(SuperSpeed USB PIPE3/ULPI Transceiver) have power switch function?

I have an inquiry about TUSB1310A. As looking through SuperSpeed USB Reference Guide(SSZB142B), there is no power switch IC for USB like TPS2024.

I just guess that the power switch might be integrated on transceiver of USB 3.0, especially TUSB1310A.

Is it right?

Does TUSB1310A has power switch IC function?

If I design a board with TUSB1310A for USB 3.0, do I need to put in power switch IC like TPS2024 with TUSB1310A for supplying power to USB device?

Yes,

You need an external devices which provide power to the USB port, you can see the Section 3.7 of the implementation guide for a recommendation.
