HBM is a specific IC ESD test standard, it shouldn't be interpreted to system level or numbers of strikes outside the specified HBM standard as you are implying. For the SN65HVD235 it was tested in accordance with JEDEC Standard 22, Test Method A114-A to +/-16kV HBM CANH to GND, CANL to GND. If you have a system level requirement that exceeds the JEDEC HBM ESD standard external ESD protection should be added ensuring the solution's clamping voltages are below the +/-36V ABS max rating for the SN65HVD235 and as low of capacitance as possible to minimize impact to the CAN bit timing on the bus with the parasitic loading of the protection solution.
