Currently we design Type-C PD Adapter and reference PMP11451,
Modify PMP11455 5V, 9V, 15V use TPS25740A, but test only 5V, 8.8V no output 15V,
CLT1 5.9K >> 9.7K
CLT2 6.65K >>7.5K

On the AC-DC converter, what is the value for R10?
TPS25740A can support 5V, 9V, and 15V but not 12V. If the AC/DC outputs 12V upon request, the TPS25740A will see that as UV (for 15V request) or OV for 9V request. It might be easier to set R10 to zero ohm and then size R5/R6 to get 9V (CTL2 low) and 15V (both CTL1 and CTL2 low).

It is OK for R10 = 10 ohms. Please set R6 = 12.4k and R5 = 8.25k. By the way, did you see the design spreadsheet tool on the web (http://www.ti.com/lit/zip/slvc659)? It can help you calculate these values and I've shown an example below:
