XIO2001: XIO2001EVM can't be recognized at specific PCIe slot of PC

Our customer has a question about XIO2001EVM.
I'm posting the question for the customer:

When XIO2001EVM is inserted in the PCIe slot4 of DELL PC, it is recognized and in working order. .
But when it is inserted in slot2 of the same PC, it can't be recognized.
(In case of both, another XIO2001 board is inserted in slot3.)

Can I think there is this cause in software or slots of the PC?

It seems like there is an issue with the PC slots/software. Can they try with different XIO2001 units?

Yes. They have tried their evaluation board of XIO2001.
That's also the same behavior.

XIO2001 doesn't depend on some slot of PCIe for the behavior, right?
