TPS65987D: USB3.0 Flash drive can not work on USB3.0

Hello

             We use customer board use Typec connector to connect USB FLASH drive for verify USB 3.0 function work or not. But USB 3.0 looks work fail and customer OS of their own board just access USB 2.0 not USB 3.0. We measure CTL0 Pins of TUSB1046A that is already Low and looks TUSB1046A be power down by TPS65987.  

             So we modify TPS65987D FW to force let CTL1/CTL0/FLIP pins of TUSB1046A to Lo/Hi/Lo as Fig 4 setting. But it still not work. the TUSB1046 still stay at power down. And the CTL1 is low, CTL0 is high , FLIP is low by actual measurement. 

             Below is our schematics and setting condition. Could I know what is the issue root cause and how to solve this issue?  Per fig 5, do we miss “click” on software? Thank you. 

1. Topology: 

Processor-> TPS65987D -> TUSB1046A -> Type C connector -> USB 3.0 Flash drive

2. Per fig 2 schematics of TPS65987D, we already use 0hm resistor replace by R784/R919/R915 for GPIO0/GPIO1/GPIO2 setting.

3. The GPIO event of TPS65987D mapping to TUSB1046A is followed by Fig 3.
