USB Type C Dual Role Data port Generic question

HI,

I have some general questions about USB Type C Dual Role Data port:

1. A DRD port in unconnected state doesn't supply power unless the processor configures the chipset to act as a Down stream facing port, right? When a device like a storage device is attached to the DRD port, the CC line would be able to negotiate and the DRD will be able to assume the role of DFP in spite of having an unpowered device attached, right?

2. Suppose two DRD are connected. How does the negotiation take place? Which one will become the UFP and DFP. As far as I have read, the role assignments in that case is radom. Am I right? However, the role which a device has to take depends on product, use case scenarios. How can this be managed and ensure that a device enters a specific state for a specific use case or device attachment.
