Where do you see this: DS96F172MJ/883QS
I do not believe that this is a valid TI part number, with the QS on the end. The part number should be just DS96F172MJ/883
883 means that the part is military grade; manufactured, tested and qualified per the mil grade requirements of MIL-PRF-38535 and MIL-STD-883.
A "Q" on the package marking is a requirement in the mil specs.

It was stamped on the IC package that was delivered to our customers in the past.
I found other thread for QS suffixes.

Thanks for the link to the other thread.
This is the same. The S indicated that the part was tested at National Semiconductor's Singapore test facility.
Note that this is an old marking format that has not been used in many years. Also, the Singapore facility closed somewhere in the 2007 timeframe.
