TRS3253E: level shifting using VL?

Hi Team,

The application is IPC board, UART (1.8V) to RS232 (3.3V).

Customer wants to verify a 'voltage level shifter' like feature of TRS3253E VL pin.

Can customer do like below to convert 1.8V to 3.3V by simply setting VL = 1.8V?

If not suggest doing so, what solution is recommend to replace it?

Second question is customer doesn't understand what is max power dissipation spec meaning.

Is it saying, when all output short, device can withstand up to 1.8W? Or may I learn what case could device run into such situation? Thanks!
