When connecting SN65LBC180D with a metal cable to send and receive,

(Distance is several hundred meters)

Communication of SN65LBC180D may not be performed.

At that time, if the power is not turned off, what state is safe for the Y and Z outputs if they are fixed to HI-Z and HIGH or fixed to LOW?

DDdoor,

In the use case you described, it'd be better to make the bus pins Hi-Z by disabling the driver. The high impedance doesn't drive the bus and minimizes the interference. Please let me know if you have more questions.
