I am planning to use DS10BR150 as a buffer as the serdes deign traces is long.
One thing I like to confirm is if i need to have the ac decoupling cap at the input and the output of the DS10BR150 ?

I think you mean AC coupling cap, and no this device does not have to have AC coupling caps. The inputs/outputs can be DC coupled. Please note that if AC coupling caps are used then the data must also be DC balanced.
