Is this measured on one of the differential output lines (Y or Z)? If so, it looks like the expected voltage to me. The outputs do not swing rail to rail. There is some voltage drop on VOH with respect to VCC and on VOL with respect to GND due to the output resistance of the driver and its internal reverse-polarity blocking circuitry. You can see how VOH/VOL are expected to vary with output load current in Figure 1 of the datasheet. Please let us know if this is not clear or if you have further questions.
