TPS65987D: USB-C Source configuration with CC pull-up voltage?

 We use TPS65987DH with BQ25703  chip. Problem is that the PP_HV input voltage is used for either input voltage to TPS65987 PP_HV input or direct to another device.

When I tried to configure TPS chip to Sink it grounds CC pin and this works fine. No problem.

If TPS65987 is Source the CC handshaking does not work and my testing shows that if there is 5V voltage available (configured to BQ25703)  then CC handshaking is working.   So is there limitations to CC pull-up so it must be always 5V only or can I do something to configure source parameters different to support 15V PP_HV input voltages.

3V3 voltage goes to TPS65983 input from different power source and this is always on so I think either CC pull-up could be connected to 3V3 or configured to accept PP_HV 15V voltage.
