DP83867IS: Reset function with regard to outputs/drivers

I am working on an embedded design where the power sequencing is complicated.  I am trying to prevent devices driving into unpowered circuitry.  When the RESET_N signal is active (Low) does it keep ALL the outputs in a high impedance state?  I didn't see this mentioned in any of the documents.
