For TCA9517, is it okay for VCCA to be greater than VCCB? So for example, VCCA=5.0V and VCCB=3.3V? Just want to be extra sure since I know there are other similar TI components that require either VCCB>VCCA, or vice versa.

This is okay to do for this device. The device itself will still be operational but the electrical characteristics may shift a little bit since the device was characterized with B side larger than A side. You may see slightly slower prop delay times.
