ISO1050: ISO1050DUBR

Dear experts,

Our partner purchased this from Arrow and during incoming inspection observed some form of decolorisation or contamination on the pins. 

They used acetone and were able to remove the "contamination" cancelling out the possibility of oxidation. 

Please advise:

1. What is this contamination? 

2. How did it occur during production?

3. Will if affect solderability? 

4. Any extra form of precaution to take?
