Can we use VCC1 =5V and VCC2 =3.3V for ISO7710FQDRQ1 Digital Isolator.

Yes, you can use VCC1 = 5V and VCC2 = 3.3V. TI's digital isolators can be supplied voltages within the recommended operating conditions on both sides of the device. Since the isolation barrier separates the two sides, each side can be sourced independently with any voltage within recommended operating conditions.
