I would like to ask about the resolution of PWM ON time.
Let me bring a example.
When primary side input is 20ns in first period, then 21ns in 2nd period, then 22ns in 3rd period, and lastly 60ns in 41st period, is the output same as primary input?
OR it's become 20ns in first, 2nd, 3rd,..., 20th period, then 40ns in 21st, 22nd,..40th period, then 60ns in 41st period?

Yes you are correct. The output will follow the primary input. Some specifications you may have to consider is minimum pulse width and pulse width distortion. As stated in the datasheet, the minimum pulse width is 20ns and the pulse width distortion is 0.2-7ns. Please see image below:
