ISO1044: 5V appearing on RXD and TXD pins of the IC even when MCU is not populated.

I am seeing a rather unusual problem on my board with ISO1044 as the isolated CAN transceiver. In the current board I am testing, when the isolated DCDC converter (PDP1-S5-S5-M) and on board DCDC converter both are powered, the voltage on the RXD (pin 3) and TXD (pin) is VCC1. That is, whatever voltage present in the VCC1 pin is what I am reading on these pins. Please note that the MCU is not populated on the board. So RXD and TXD are left floating.

The pins on my MCU are not 5V tolerant. Please let me know if I am missing something.
