Yes, it can meet the CQC (& not CCC) specification of 5000m altitude.

May I know what parameters need to be met to satisfy the 5000m specification?

Isolation rating? Operatin temp? creepage? clearance?

Your question is not clear to me.

Please note that altitude is a separate parameter that depends on actual application requirements; altitude doesn't depend on other parameters such as isolation rating, operating temp, creepage, clearance, etc. As a matter of fact, the opposite is true. Altitude can impact the required isolation rating and clearance.
