Yes, the ISOW7842 is good to use with 3.3V Input(VCC) and 5V Output(VISO) but the performance and reliability is only guaranteed for Output Load Current IISO(Out) of 40mA.
If your application requirement is more than 40mA of Load Current from Power Converter output then Boost Operation mode can not be used.

Refer Section 7.12 in Datasheet for Supply Current Values ICC(Current at VCC) and IISO(out)(Current at VISO).
Yes, the 40mA is the additional Load current supported by the device from VISO Pin.
Current through INx is +/-10uA. Refer IIH and IIL specs in Section 7.11.
