TI Isolation portfolio does not have any optical isolation-based solution
ISOW1432 is SiO2 based reinforced isolation and is not Optical.

I do not know what the NMEA 0183 standard actually specifies, but in 1983, optical isolation was the only choice.
The ISOW1432 behaves like a standard RS-422 receiver, and you should be able to use it. If there is a receiver circuit with a phototransistor optocoupler, then it can be replaced with the ISOM8110.
