What is the minimum data rate for this component?  Can it be used for static signals either high or low for long periods of time?

    Yes, the ISOW7742 can support data rate as minimum as static high or low - for as long the application needs it to be across all voltage and temperature conditions

    Also, the maximum supported speed is 100Mbps.
