Did a mistake in text.
Correcting now
J2 is shorted after Power supply is tested
J3 is shorted and J1 is open for USB Power operation
J1 is shorted and J3 is open for Local Power operation
J12 is shorted after 5V power is tested
J4-J11 are equalization jumpers. open/close as required

What is the current consumption for 3.3V & 1.8V on primary and secondary side so that i can design and external dc-dc regulators

You can select the max numbers based on the mode of operation in your application.

As explained above I have gone through the datasheet references above I could not find any relevant information. But I found what i need in "5.9 Electrical Characteristics" in datasheet

Yes, this is good to go.
Just make sure to have the J1, J2, J11 and J12 shorted all the time during device's operation.
