ISO7721: How does the ISO7721 respond if only VCC1 or VCC2 is powered

Hi

One use case for my application could mean that only one side of the ISO7721 may be powered.  There are cases where VCC1 is powered and VCC2 is not and also when VCC2 is powered and VCC1 isn't.  How does the ISO7721 respond when only one side is powered?
